Tuki calls for crime-free Itanagar

Recruitment drive for Tirap and Changlang soon

ITANAGAR, Dec 7: Chief Minister Nabam Tuki today called upon the state police department to tighten up its belts and embark on to make Itanagar a crime-free zone.

“Singapore is a mosquito-free zone. Likewise, let’s make Itanagar a crime-free zone,” he said in a lighter vein interacting with top police officials here today but with a serious note.

A delegation of top police officials led by DIG Kanwaljit Deol called on the Chief Minister and made a detailed power-point presentation on the department, its pending proposals and suggestions to make it more efficient in dealing with the law and order situation within the state.

Tuki, who holds the Home portfolio, reiterated his priority on the over-all law and order situation in the state and assured his cooperation for strengthening the state police force besides providing it with assets as proposed.

On information by the officials, he took cognizance of the hurdles like shortage of manpower, state of the art intelligence network and lack of infrastructure that has hampered effective policing in the state.

Calling upon the police to concentrate more on maintaining law and order within the state, he also sought improved coordination with their counterparts in neighbouring Assam.

Going through the pending proposals submitted by the department and awaiting implementation, Tuki stressed on prioritizing and implementing them phase-wise.

“Let’s identify the immediate and urgent requirements of the state police force, which can be approved and implemented immediately,” he asserted.

The Chief Minister also stressed on overhauling of the information gathering network and admitted that, as informed, an amount of Rs 20000 per year for payment to information sources is too meagre. He asked the officials to prepare a proposal in this regard and put up for immediate approval.

On the request for enhancement of manpower in the department, Tuki directed immediate initiation of the recruitment drive for Tirap and Changlang districts which has already been approved. As reported Rs 138.95 crores has been sanctioned for the two troubled districts for creation of 11 new police stations and upgradation of 9 existing ones besides recruitment of 1949 personnel. He also called for early establishment of the 4th battalion of IRBn.

Tuki entrusted Parliamentary Secretary for Home Gadam Ete, who was also present in the meeting, to speed up the necessary formalities and look into the grievances of the police force for early redressal. Meanwhile, he lauded the suggested ‘Single Window’ theory for clearance of files of the department and, in principle, accepted to approve it after consideration by the Cabinet. He also approved in principle the ‘Class’ policy for establishment of police stations in district headquarters, ADC/SDO centers and CO administrative units. As per the policy all district headquarters would have Class A police stations (with minimum 120 personnel), the ADC/SDO headquarters would have Class B and all Circle headquarters would have Class C police stations.

Earlier, DIG Anil Shukla gave an overview of the state police force through a power point presentation for the benefit of the Chief Minister and the Parliamentary Secretary.

The ratio between the state civil police and civilians is 1:1472, which incidentally is lowest in the country while the crime graph in recent times has shown an increasing trend.

For tightening the security apparatus across the state, the department suggested management of the Indo-Myanmar border in the line of Indo-Bangladesh border besides streamlining the entry and exist points of the state. It also suggested seeking pro-active role of NGOs while concentrating on socio-economic development on all fronts in the state. On the intelligence gathering network, it was informed that a scheme by the name ‘Crime & Criminal Tracking Network and System (CCTN) is already in place with Rs 14 crore sanctioned by the Center. The system once in place would facilitate instant communication between any police station within the country. The state police department is yet to implement the scheme due to shortage of fund as its implementation in Arunachal would take more than what has been provided by the Center.

Regional Forensic Science Laboratory still a distant dream

Prafulla Kaman

PASIGHAT, Dec 7: The much-awaited Regional Forensic Science Laboratory (RFSL) proposed at Pasighat is yet to see the light of  the day even after the government announced to set up the laboratory during April last year.

Alleging dearth of political will of the elected leaders, the people have expressed strong dissatisfaction over inordinate delay in setting up of the forensic science laboratory.

It may be recalled that the Centre, during the month of August last year sanctioned Rs 8 crore for the establishment of a full-fledged “ Regional Forensic Laboratory” besides an amount of Rs 1 crore for a “District Mobile Forensic Unit” in the state.

The then Arunachal Pradesh Home Minister, Tako Dabi disclosed in a press conference held in Itanagar that Union Home department was putting special attention to improve the police department in Arunachal.

It was said by the minister that the mobile forensic unit will deal with the criminal activities, collect physical and substantial evidences from the spot for follow up of investigation. It was also assured to start during the last fiscal year. But the government is yet to start work for establishment of the forensic science laboratory.

The East Siang district police have no compact information about the upcoming Regional Forensic Science Laboratory. The police top officials of East Saing district said that the department had received a message that there will be a RFSL at Pasighat but they have no further information.

“We have received a message from the state’s Police Head Quarter that a forensic science laboratory will be set up at Two- Mile near Pasighat town, but there are no further detailed information,” said East Siang superintendent of police Puspendra Kumar today.

The in-charge of Crime Branch KP Sharma, who is also leading the mobile team of district police, said his team is presently working with limited facilities for collection of evidence against any particular cases. The commencement of the forensic science laboratory will undoubtedly be an effective measure in combating the criminal activities”, Sharma said.

CM urges bankers to facilitate self-sufficiency

ITANAGAR, Dec 7: Chief Minister Nabam Tuki  urged the bankers operating in Arunachal Pradesh to concentrate on facilitating self-employment avenues to create self-sufficiency particularly amongst the rural and grassroots masses.

Speaking during an informal meeting with representatives of public as well as private sector banks, officers of Finance and Accounts department in presence of Finance, Planning and PWD Minister Chowna Mein and Parliamentary Secretary for Urban Development and Land Management Padi Richo, Tuki said the aim of all banking institutions operating in the state should be employment generation.

Welcoming the influx of various private and public sector banks, especially in the state capital, the Chief Minister said, “However, now I would like you all to venture into rural Arunachal and render services to the villagers, who need it the most.”

He pointed out that banks, through its loan giving capabilities, had a major role to play in boosting rural economy by facilitating to set up industries in fields like tourism, horticulture, agriculture, fisheries, handlooms, handicrafts, etc.

Tuki requested the banking officials to deal their local customers with ease. He said, “Our tribal people are innocent. I myself do not know the nitty-gritty’s of finance and banking. You have to guide us.”

The Chief Minister actually called the meeting to take suggestions and points from the people in business before attending an important meeting convened by Union Finance Minister Pranab Mukherjee for the Eastern Region at Kolkata on December 10 next.

He also assured to have regular meetings with banking professionals to enhance the credit-deposit ratio in the state and provide banking services to the rural populace.

In their deliberations, the bankers admitted the low Credit-Deposit ration, which is only 37% in the state compared to the national average of 75%. They also regretted that credit facilities being provided to the needy are not up to the mark, mainly because of unavailability of banking services in most of the places. An official of the state government said that there are still 46 blocks in the state where there is neither a bank nor a post office.

“In such a scenario, it is impossible for SHGs and beneficiaries to avail loan through banks even for central government schemes like SGSY and others,” he added. A solution to the problem can be introduction of mobile banking system, which the State Bank of India is contemplating to introduce in Koloriang for people of Sarli and nearby areas, added an official from SBI.

What's happening to Roing?

What comes to your mind when you think of Roing? The answers are aplenty: “Sambhu ka paratha”, “Eze River”, “Gangchen restaurant” and so on.

These are no extraordinary landmarks in the town, but names of eateries and places to hangout, which reflect people’s perception of Roing as modest, peaceful and multicultural. This image has carried on, although such perceptions of the town had been on the wane in the recent years.

December 25, 2009 – clash between students and CRPF personnel, August 3, 2010 - three IRBn personnel beat to death one elderly man, March 16, 2011 – infamous ethnic conflict and October 5, 2011 - police firing on students.

“What’s happening to Roing?” Everyone’s asking. “Why this once peaceful town has become so violent today?”

The answer lies in the government’s partisan approach in protecting individual’s right. While people lived in fear over presence of ultras near Assam-Arunachal border, the jawans were deployed to look for ‘tomato pickers’ in sabji mandis of Roing bazaar. People demanded for action against drug peddlers; instead love birds were thrown in police lockup. Repeated intelligence warnings with appeal for deployment of troops to avert outbreak of ethnic violence also fell in deaf ear. And when students were partying, the troops opened fire!

This state of governance is because the government chose to undermine human security over fulfilling state agenda. Someone has to be shot because dams must be built! People are asking too many questions, so declare them Maoists to shut their mouth. Because the leaders are unwilling to talk, the whole town goes up in flames over trivial communal disputes.  So people are curious, “why this small sleepy town of 10,000 souls has been made so difficult to administer?”

The wrong priorities have put the people confronting the state and one community pitted against another. In these confusions, the police are let loose to become the ‘punching bags’ of public anger. They become the ugly face of the government’s flawed approach and people in rage barge at the wrong door.

Also, the corruption and nepotism rooted in the system, has fuelled intense competition in the socio-economic and political landscapes. Once common political goals brought together different ethnicities, but today ethnic assertion has pervaded political space. The individual vulnerability to prejudices and discrimination continues to draw the line deeper creating instability and distrust.

Thus, the government must start to set its priority right. It must shift its focus from mindless imposition of state agendas on the people to their individual well being to reassure their faith in the establishment. Radical and divisive agenda born out of individual insecurity will also be defeated in the process.

Freedom of expression and Internet

Sending shock waves among the millions of Indians on social networking sites, Communications and IT Minister Kapil Sibal on Tuesday asked the internet firms to fall in line and remove objectionable content on their own.

The censorship of social networking sites like Facebook and Twitter and Google has not gone down well with Indian bloggers and Twitter, Face book users continuing to heap scorn on his proposals.

Stating that the government cannot allow the issue of objectionable content to linger on, Sibal had suggested a mechanism to the internet service providers to resolve the situation. His explanation is that government does not believe in either direct or indirect censorship and that is the reason he had asked these firms to evolve a self-mechanism and come back with a solution.

Not surprisingly, Sibal’s move came after a Facebook page that “maligned” ruling Congress Party chief Sonia Gandhi. Sibal said his ministry was working on guidelines for action against companies who did not respond to the government's requests, but did not specify what action could be taken.

Indian authorities were taken aback this year by an anti-corruption campaign led by Anna Hazare that multiplied on Facebook and Twitter, drawing tens of thousands of people to street protests and forcing the government to agree to new anti-graft laws.

The demand is the Indian government’s latest attempt to monitor and control electronic information. In April, the ministry issued rules demanding Internet service providers delete information posted on Web sites that officials or private citizens deemed disparaging or harassing. Last year, the government battled with Blackberry’s manufacturer, Research In Motion, threatening to shut the company’s service off in India if it did not allow government officials greater access to users’ messages.

The larger question of freedom of expression is bound to crop up as the controversy deepens. It remains to be seen how the government reacts to the new controversy.

With 100 million Internet users, though less than a tenth of the country's population of 1.2 billion, India is the third-largest user base behind China and the United States.

A love song for the concerned dept

Dear Editor,

All praises to ATA and BJP for coming all out in support of SSA teachers regarding their salary and regularization. But I am disheartened at the attitude of ASSATA (Papum Pare) unit for keeping mum, their lackadaisical attitude towards their own kind. I appeal to them that at least do something for timely disbursement of salary.

This love song is dedicated to the concerned authority:

My life is like sucking honey from a thorn /  Frustrated; have become a worm / Slow at pace, no zeal for teaching / Cos, at home, wife is always complaining / My salary is Rs. 10,800/ per month / Filled gas cylinder is all I want / I have a wife, who is just a housewife / Huge debt and credit is what I’m getting from life / Credit in Ramu’s shop is Rs. 12,600/- till yesterday / I’ m sure, not getting my salary today / Food, gas, petrol, house rent sums to Rs. Eight thousand / What remains with me is one thousand / This calculation is based on if suppose / But still I’ll be in repose. / This ain’t a love song.

Is there a mantra to run a home for a month with Rs. 1000/- ?

Yours

A concerned,

SSA Teacher

Army, village land and the Forest dept

Dear Editor,

Months back there had been lots of hue and cry regarding the acquiring of land by Indian Army in various parts of East Kameng; the major portion being from Rang, Taku and Tagrang Yangje villages at the periphery of District headquarters Seppa.

Initially the villagers vehemently protested the proposal fearing that their private land and lives would be encroached upon by Army in future. But after series of meetings with Army authorities and District administration and when they were assured with good amount of compensation, the villagers reluctantly agreed to donate the required land. Accordingly the detailed survey was carried out by both Army and District administration, thereby demarcating the boundaries.

But to the utter surprise of both villagers and Army, land became the hot property of Forest Department and now villagers are asked to beg NOC from Forest Department to donate their own land.

It is ridiculous and ironical that the land which had been under the occupation of the villages since time immemorial has to be under the mercy of Forest Department now.

Govt need to legalize the land possession of the villagers in Tribal areas, considering the constitutional provision under Scheduled Tribes Recognition of Forest Rights.

With regards to the issue of NOC, the Forest Department Seppa has put a halt in the whole process thereby creating dilemma on the villagers. Now the villagers are neither cultivating on those lands nor getting compensation as promised to them.

One can understand the technicalities and legalities which may be impeding issuing NOC from Forest Department, but then East Kameng District is not the first in the state to donate land to the Army!

In many parts of the state villagers have donated land for Army and there must be certain provision and laws under which they donated land. So instead of lingering and delaying the process, the district administration and DFO Seppa should seek help and gather information from their counterpart of those districts where such cases have been encountered.

I on behalf of the land owners, would like to request the East Kameng Dist Administration and DFO, Seppa to kindly speed up the matter

or straight away reject the proposal for the better convenience of the land owners.

Yours,

Pai Dawe

Rang, East Kameng

We don’t own patents of all the nice qualities

Dear Editor,

I am compelled to write in stance for my brethren Arunachalees against the mindless misdemeanor by some Ananth Kumar. Kumar has alleged that we are "Double Standards". I would dare say "Yes we have people who are double standards". I challenge Kumar to find community in the world who don’t have people who are not double standards. I agree that the mainland people here stay as refugees but that’s exactly the way we are forcibly branded as Nepalis’, Adivasis and savages when we venture out of our state to the mainland. I myself have stayed outside the state for six long years and I did not spend a single month not being teased as a Nepali or a savage despite working among IT professionals. I routinely encountered questions like “do you eat humans and rotten animals? We Arunachalees at least don’t tease or pick up on people passing by without any reason. We only fight when our interest and ego is at stake like everyone else. And yes, we do send our children to the best metropolis of the country as we want the best of the facilities for them exactly like the mass exodus of the main land people who come here just due to better opportunities. I sure believe you all don’t come here exclusively for philanthropic works. About the part on staying on central funds, yes, I dare admit the poignant reality that we do stay on central funds; and that’s because we have lived a second class state for decades together since independence when it came to promotion of economy and infrastructural development. Advani as the home minister under the UPA government was honest enough to reveal that. And I am not unabashed to maintain that we have enough resources and potential to sustain ourselves even if the Central Government were to not send a single penny to our state. I also see that Kumar does not consider us to be genuine Indians like the rest of the main land people which is apparent from his tone of statement. I still have the political map of India which I carried in my cell phone and used to show it to my friends from the mainland; who did not have a clue where Arunachal Pradesh was despite being university graduates. That’s equivalent to pushing us and branding us as the Chinese or the Foreigners.

I am not being bitter about the venom of hatred Kumar has in his mind for our brethren; and I am not bitter for all the bad experiences I had with the mainland people as well. All I want Kumar to realize is that we are not the exclusive club of hypocrites and double standards. We seriously don’t own patents for all those nice qualities. Let’s open up our minds and realize that it’s in greater interest of all of us to stop fomenting hatred and being paranoid about each other.

If we seriously stayed with the lessons taught in Moral Science lessons of the primary school curriculum in Arunachal Pradesh; our minds should have be purged by now and moreover; our future generations don’t deserve to suffer simply because somebody among us were mentally ill.

Yours,

Syndulum Ngadong

Tezu
